Changing guitar strings is pretty straightforward and is definitely something that every guitarist should learn.

When to change strings?

Don't wait for a string to break. If it's been years since you last replace them, it's time to do it. If you see rust or discoloration, if your guitar doesn't sound right, it's time to do it.

The bottom line – your guitar won't sound right, if you're using worn out strings.

What tools will you need?

You'll just need pliers to cut string ends, nothing else. A string winder is also very handy, but it's not a requirement.
